How to Convert Your Foreign Driving Licence to a UAE Licence

One of the most important administrative tasks for any new UAE resident is converting their foreign driving licence to a UAE licence. The process is straightforward if your country is on the approved list — and manageable even if it is not.

This guide covers both paths and answers the questions we hear most often at our branches from newly arrived residents.

When Must You Obtain a UAE Driving Licence?

The moment your UAE residence visa is stamped, your home country licence and IDP are no longer valid for driving in the UAE. There is no grace period under UAE traffic law.

Driving on a foreign licence after receiving residence status is treated as driving without a valid licence, which carries a fine of AED 500 and 4 black points. Apply for your UAE licence as a priority upon completing your residency formalities.

Path 1: Direct Licence Exchange (No Test Required)

If your home country is on the RTA's approved list, you can swap your foreign licence for a UAE licence without sitting any driving test. The exchange is completed at an RTA service centre, typically in a single visit.

Countries currently approved for direct exchange include:

  • UK, USA, Canada, Australia, New Zealand
  • Germany, France, Italy, Spain, Belgium, Netherlands, and all EU/EEA nations
  • Japan, South Korea, Singapore, Hong Kong
  • South Africa
  • All GCC countries (Saudi Arabia, Kuwait, Bahrain, Oman, Qatar)
  • Turkey, China (select cities)

The approved list is updated periodically by the RTA. Always verify your country's current status on the official RTA website before starting the process.

Documents Required for the Direct Exchange

Bring all of the following to the RTA service centre:

  1. Original foreign driving licence (valid, not expired)
  2. Passport — original and photocopy
  3. UAE Residence Visa — copy
  4. Emirates ID — original
  5. Eye test certificate (can usually be done at the RTA centre itself for a small fee)
  6. Two passport-sized photographs (36mm × 26mm, white background)

The total processing fee is approximately AED 110–150 depending on the licence category. Most applicants walk out with their UAE licence the same day.

Path 2: Enrol in an RTA-Approved Driving School

If your home country is not on the approved exchange list, you must complete a full UAE driving course at an RTA-approved school. The curriculum covers:

  • Theory lessons (UAE traffic laws and road signs)
  • Practical in-car lessons on private range and public roads
  • Theory and hazard-perception assessments
  • Final road test with an RTA examiner

The total cost typically falls between AED 4,500 and AED 9,000, depending on the school and how many lessons are required before passing the final test. Approved schools include Emirates Driving Institute (EDI), Galadari Motor Driving Centre, and Belhasa Driving Centre, among others.

UAE Driving Licence Validity and Renewal

A standard UAE driving licence is valid for 10 years for drivers under 65, and 5 years for drivers aged 65 and above. Renewal requires an eye test and payment of the applicable government fee.

The minimum legal driving age in the UAE is 17 (under the 2024 federal traffic law), though rental companies universally require drivers to be at least 21. Licences can be obtained for light vehicles, motorcycles, heavy vehicles, and specialised equipment — each requiring separate qualification.

Frequently Asked Questions

For direct exchange countries, the process can be completed in a single visit to an RTA service centre — usually two to four hours including the eye test. In high-demand periods, you may need to book an appointment in advance through the RTA app or website.

No. Once you receive a UAE residence visa, your home licence is no longer valid in the UAE. If you need to drive during the processing period, you would technically be driving without a valid licence. We recommend completing the exchange as quickly as possible after your visa is issued.

An expired foreign licence cannot be exchanged — even if it expired after you moved to the UAE. You would need to obtain a new valid licence from your home country first, or enrol in the full driving school route in the UAE.

Once you are a UAE resident, your home licence is no longer valid for rental. However, if you are still in the process of establishing residency and your visit visa is technically still active, our team can advise on the best approach for your specific situation. Contact us directly.
